Sim Cam

F4 looks better at 1/125th of a second shutter speed; the background is darker than the one in F2.8 and you can see the background a little bit more clearly.

F5.6 looks better at 1/60th of a second shutter speed; the couple is more in focused, the lighting is good, and the background is appearing more clearly

F8 looks better at 1/60th of a second shutter speed; almost the same as F5.6 except more lighter and focused.

F11 looks better at 1/60th of a second shutter speed; lighter and more focused than F8.
F16  looks better at 1/30th of a second shutter speed;  the husband's sweater is more focused compared to F11.

F22 looks better at 1/ 15th of a second shutter speed; it's more blurry than F16, a tad darker, and a bit less focused on their expressions.
What is happening to the people themselves at slow Shutter Speeds?

You can't clearly see them at all because of how blurry the image is, the motion blur is just awful, and it's painfully out of focused.

What could the photographer do to help combat this problem?

Use a tripod to avoid capturing motion blur if you're holding it by hand.

What is the lowest Shutter Speed do you think a photographer can hand-hold the camera?

Erm, either 1/15th or 1/30th of a second shutter speed.
